Irish Green Card FAQ

My friends won Green card (loto)last year and arrived in Washington D.C. But their income is low and cannot afford their apartment to live properly. They are planning to apply to get an apartment from US Government, but they are worried that apartment will be paid back later after their children become adults. Is it correct? If yes, which Act would refer this issue?
